Anyone know what app/s people are using to make this image effect? I know it can be done on photoshop and PSP on the computer, but I know people are doing it from their iPhones as well lately and want to know how? Can it be done on the photoshop app? And it's done by using the hue/saturation and dodge tool right? (And warping/liquify) Thanks
