Yes, I just made an NZ account. You need to go to settings and store. sign out and go create new account(sign in, forget exactly what it says). Choose NZ store. Then exit out and go to app store. search for PL and click to download it. at that point it will ask you to sign in. Click on create a new account. Go through the prompts and when you get to payment click on visa and choose none on the bottom of the list. Make sure you find a real address in NZ to enter. Youll have to validate the email from itunes and then you should be good to go.
