Yeh, an open world is the priority, a few extra peds are secondary. But a few more peds would be great

Well, don't forget, Pocket Gamer said the AI are still being optimized. Usually in these free roam games, they makes a number of people and car models, make sure they're programed correctly, perfect them, and then make more people by duplication of the already perfected ones. because if you make a bunch of clones of the original batch, when it has not been perfected, you'd have to program all of them. And when a whole bunch of people are working on the same model/models with different computers running those models, it's not as easy to use the "undo" function there as it is when you're working on something by yourself in a run of the mill 3D program on your PC. There is a chance Gameloft might not do that in Gang$tar, but Rockstar has done it with GTA games.
The more stuff that needs to be loaded into the scene (that includes peds/people), the more chance of lag, as there may not be enough RAM left for the device to use.
When some games ask you to switch your device off and on again, it's to reset to the full amount of RAM possible on your device - to prevent lag and boost performance
