Turns out that app description is maybe just a little full of crap. It's running quite well on my touch 4 with only the occasional brief hiccup in gameplay so far. Not as good as playing on my Dreamcast, but plenty good enough for a quick fix of fun. Not seeing any sign of freemium additions.
