At around 15:20, several blasts went off in Oslo. 7 have been confirmed and 2 badly injured, although not much is being confirmed at this point, and that number could rise. The blasts targeted several central government buildings, including the Prime Minister's office, although he was elsewhere at the time. He has spoken on television, calling the country 'not to give in to fear'.

2 hours after the bombs went off, a person dressed as a police officer got on an island called Utøya outside Oslo and started shooting the people on the island. There was a large youth camp there with over 600 kids and young adults were attending a Labour Party Youth event.
The person has been arrested, and has been described as having a nordic appearance, wearing a police uniform and spoke norwegian. An eyewitness says they saw 20-25 bodies. 10 have been confirmed dead. A man has been arrested and police have linked the shooter with the bombs.

Lots of unconfirmed reports and confusion at the moment, but it already sounds pretty bad. Certainly unprecedented in Norway.
