Sorry to say this, but that kid's a little sociopath in the making. Or already made, perhaps. He needs professional help. Also, he won't go to real jail. He's a juvie. At best he'll be put in juvie detention, probably be given a psych eval and maybe given psychiatric help, which is what he really needs.
They're kids. 12 year olds. This ain't Law & Order. His cousin would probably go to juvie or psychiatric care; Jackson will get a slap on the wrist. You can't arrest a kid for aiding and abetting or harboring.

I'll advise to tell someone too. Kid needs serious help, and I guarantee if something isn't done he's only going to get worse. The kid already appears to have no sense of boundaries. That's only going to escalate.
Well, if it's any consolation, cousin boinking is legal is some states mostly in the Deep South. In any case, smoking is a bad thing and smoking after cousin boinking is even worse. As Mr. T once said, stay in school and don't do drugs...especially with your cousin.
