I got them form the goblin in Ancient Ruins, but when I went back goblin didn't appear the second time, so my best guess is it's only 1 time...
Your lvl doesn't matter, it's all about storry progression. It appers after elite lupine peak. Don't know about the goblin, think it's 1 time event
