You change the availability date AFTER it's been approved.
All reviews need to be approved by someone before they will show up, hence the lag. If a review is not approved, it'll just never appear.
It's kind of hard to explain... the release date on the app store always shows as the actual approval date, assuming you changed your availability...

Unfortunately not no. The reviews themselves are pulled directly from Apple iTunes servers. There's no other way of getting the data.
