Definitely this version. This one is much more polished. The old version can break the Game Center app.

Valid hypothesis but that's not the case. Everybody who now experiences the bug was fine until iOS 9 was released.
For people that have wifi at home and iPads/iPhones GC always registers. That is if it's working :)
