Hmm the only place I can think of is the dimension gap areas that around 70ish and mobs that spawn, you may only be able to get like to 75 ish...

What's the best way to get to level 99? Should I do lots of the lower ancient ruins or is there a better way?

I went to one of the ancient dungeons at 459-150, its pretty tough though because I'm quite a bit lower then the enemies haha
